CHAPTER 502. REGISTRATION OF VEHICLES

SUBCHAPTER A. GENERAL PROVISIONS

§ 502.001. DEFINITIONS.

(2) "Commercial motor vehicle" means a motor vehicle, other than a motorcycle, designed or used primarily to transport property.  > > The term includes a passenger car reconstructed and used primarily for delivery purposes. < < The term does not include a passenger car used to deliver the United States mail.

(9) "Light truck" means a commercial motor vehicle that has a manufacturer's rated carrying capacity of one ton or less.

(16) "Owner" means a person who:
        (A) holds the legal title of a vehicle;
        (B) has the legal right of possession of a vehicle; or
        (C) has the legal right of control of a vehicle.
        [notice there is no mention of "equitable title"]

(17) "Passenger car" means a motor vehicle, other than a motorcycle, golf cart, light truck, or bus, designed or used primarily for the transportation of persons.

(18) "Public highway" includes a road, street, way, thoroughfare, or bridge:
        (A) that is in this state;
        (B) that is for the use of vehicles;
        (C) that is not privately owned or controlled; and
        (D) over which the state has legislative jurisdiction under its police power.

(19) "Public property" means property owned or leased by this state or a political subdivision of this state.

(24) "Vehicle" means a device in or by which a person or property is or may be transported or drawn on a public highway, other than a device used exclusively on stationary rails or tracks.

§ 502.0079. VEHICLES OPERATED BY CERTAIN NONRESIDENTS.
   (d) This section does not prevent:
         (1) a nonresident owner of a motor vehicle from operating the vehicle in this state for the sole purpose of marketing farm products raised exclusively by the person; or
         (2) a resident of an adjoining state or country from operating in this state a privately owned and registered vehicle to go to and from the person's place of regular employment and to make trips to purchase merchandise, if the vehicle is not operated for compensation.

§ 502.056. DISPUTED CLASSIFICATION OF VEHICLE. In a disputed case, the department may determine:
      (1) the classification to which a vehicle belongs;

A look at the California Vehicle Code; this section shows they are looking for a confession of an address:

§516. "Resident" means any person who manifests an intent to live or be located in this state on more than a temporary or transient basis. Presence in the state for six months or more in any 12-month period gives rise to a rebuttable presumption of residency.
The following are evidence of residency for purposes of vehicle registration:
  1. Address where registered to vote.
  2. Location of employment or place of business.
  3. Payment of resident tuition at a public institution of higher education.
  4. Attendance of dependents at a primary or secondary school.
  5. Filing a homeowner's property tax exemption.
  6. Renting or leasing a home for use as a residence.
  7. Declaration of residency to obtain a license or any other privilege or benefit not ordinarily extended to a nonresident.
  8. Possession of a California driver's license.
  9. Other acts, occurrences, or events that indicate presence in the state is more than temporary or transient.
